Fuel prices in the United States and global markets face a new supply dynamic as Russian diesel begins crossing the Atlantic. Three tankers are currently en route to the eastern coast of the Atlantic Ocean, carrying the first tranche of a larger fuel shipment.
Russian Deputy Prime Minister Alexander Novak confirmed the movement on Friday. He stated that the vessels are transporting part of a 500,000 metric tonne allocation agreed for October. This arrangement was brokered by US President Donald Trump. In exchange for temporarily lifting US sanctions on Russian fuel, Russia agreed to supply diesel to help lower global prices. The Russian Direct Investment Fund is providing support for the logistics.
The first vessel, the Malta-flagged tanker Agioi Fanendes, is loaded with ultra-low sulphur diesel. Reports indicate it is expected to dock in the United States on 7 November. This specific shipment marks the first physical delivery under the new commercial terms.
Simultaneously, the White House announced a ceasefire agreement for the Russian-occupied city of Oleshky. Military operations in the city will halt on 27 October. This pause allows for aid delivery and civilian evacuation. Officials from both nations described the agreement as a near-complete consensus on the terms of the truce.
Oleshky has been under Russian control since February 2022. Approximately 2,000 residents remain in the city. They face severe shortages of food, water, and electricity. Some civilians have reported surviving on weeds and boiled grass due to the scarcity of standard rations.
Ukrainian President Volodymyr Zelenskyy said that technical-level meetings between Ukraine, Russia, and the US are scheduled for the first half of November in Abu Dhabi. A US official noted that leaders might meet in Switzerland or Abu Dhabi within a few weeks. Zelenskyy expressed hope for a subsequent summit between the heads of state.
The diplomatic efforts follow recent tensions between Washington and Kyiv. Trump addressed restrictions on the Starlink communication system used by Ukraine. He said he would resolve access issues with SpaceX CEO Elon Musk if necessary. In Brussels, EU leaders urged UK Prime Minister Andy Burnham to increase defense contributions. The IAEA also reported that repairs to power infrastructure near the Zaporizhzhia nuclear plant were completed, securing the Ferosplavna-1 external power line.
