Military commanders in Ukraine regained full control of their drone fleets on Saturday, marking the end of a weeklong communications blackout that forced units to operate with reduced coordination. The restoration of service allows assets to maintain stable data links while traveling at speeds exceeding 400 kilometers per hour, a threshold previously blocked by technical restrictions.

Defence Minister Yevhenii Khmara confirmed the stability of the Starlink and Starshield connections during a public address. He attributed the resolution to diplomatic efforts led by President Volodymyr Zelenskyy and direct negotiations with Washington. The specific entity that initiated the original restrictions has not been formally identified, leaving ambiguity about the chain of command behind the outage.

The disruption placed additional strain on the relationship between Kyiv and Washington, which was already strained by US President Donald Trump's recent moves. Trump had defended Elon Musk, whose SpaceX company provides the critical satellite infrastructure for Ukrainian military communications. Tensions escalated earlier this month when Trump publicly called for a new Ukrainian president and suggested that figures other than Zelenskyy should conduct negotiations for Kyiv.

The return of satellite links coincides with a diplomatic push to revive peace talks. Negotiators from the United States, Russia, and Ukraine are scheduled to meet in Abu Dhabi in the first half of November. Kremlin spokesman Dmitry Peskov confirmed the timing of these discussions on Friday, while Zelenskyy announced that technical-level meetings had been agreed upon. This round of talks comes more than four years after Russia launched its full-scale invasion in February 2022.

Trump also claimed credit for a localized ceasefire in Oleshky, a town in the Kherson region occupied by Russian forces since 2022. Ukrainian and Russian statements later clarified that this ceasefire took effect on October 27, with a humanitarian operation planned for October 29. The local truce offers a brief pause in a region where fighting has persisted for years.

Combat operations continued despite the diplomatic activity. A Russian missile strike in Lozova, Kharkiv region, killed one man and wounded two others on Saturday. In Chernihiv, an attack on Friday resulted in one death and at least 25 injuries. Officials in Donetsk reported that shelling in Kramatorsk killed one person and wounded six, including three children, while Mayor Vadym Lyakh stated that attacks in Sloviansk killed a 62-year-old woman and injured four others.

Ukrainian forces reported strikes inside Russia, targeting the Togliattikauchuk petrochemical plant in Togliatti and the Proton electronics plant in Oryol. Regional Governor Andrei Klychkov reported three deaths at an unidentified facility in Oryol. Russia's Defence Ministry stated that air defenses intercepted a SCALP cruise missile, four Neptune missiles, and 1,297 fixed-wing drones over a 24-hour period, figures that have not been independently verified.
