The White House announced on Friday that Russia and Ukraine have agreed to halt military operations in the occupied city of Oleshky starting October 27. The pause is designed to allow humanitarian aid to reach the population and to facilitate the evacuation of civilians from the southern Ukrainian settlement.

An estimated 2,000 people remain in the city, which has been under Russian control since February 2022. Residents report severe shortages of food, water, and electricity, with some surviving on boiled grass, weeds, and minimal rations. The truce will last four days, providing a window for coordinated support and transportation for those who wish to leave.

First Lady Melania Trump brokered the agreement, with her representative working directly with Russian and Ukrainian leaders to finalize the terms. Trump stated that residents would be transported to their preferred destinations, noting that some would likely travel to Russia and others to Ukraine. This arrangement follows months of diplomatic efforts to arrange a humanitarian pause in the area.

Ukrainian officials had previously claimed that Moscow rejected earlier calls for a truce. Pope Leo XIV, the United Nations, and EU officials also urged a ceasefire in recent weeks. On October 18, Ukrainian Ombudsman Dmytro Lubinets indicated that an agreement was near, though he did not mention the role of the first lady in that earlier timeline. Ukraine has spent weeks airdropping emergency food and medical supplies to the town using drones.

Lubinets said on Friday that the upcoming mission will include demining roads into the town and delivering sufficient aid to meet the needs of all residents. He added that officials aim to make the effort more than a one-off event and to extend it beyond Oleshky alone. The goal is to create a sustainable framework for humanitarian access in occupied territories.

Separate tensions have emerged over the Starlink satellite network, which Ukrainian forces report is experiencing widespread disruption. The slowdown began last week after President Donald Trump and Elon Musk publicly criticized President Volodymyr Zelenskyy over continued strikes on Russian oil refineries. Both Trump and Musk have denied responsibility for the service limits.

Ukrainian officials stated that connection speeds remained capped at approximately 100 miles per hour on Friday. Serhii Beskrestnov, a military expert advising Zelenskyy, confirmed that no lifting of restrictions had been observed. This cap prevents high-speed drones and other military equipment from maintaining connectivity, hampering offensive operations and the interception of incoming Russian attacks.

The Starlink issue, combined with complaints that Washington temporarily suspended intelligence sharing, has strained relations between Kyiv and Washington. Tensions escalated after the US lifted sanctions on Russia and began importing Russian diesel to lower domestic energy prices before midterm elections. Russian Deputy Prime Minister Alexander Novak said on Friday that three tankers were heading to the US and that Russian companies could supply 500,000 metric tonnes in October.

Russia launched another overnight barrage on Ukraine despite these diplomatic developments. Kremlin spokesperson Dmitry Peskov said trilateral talks between Russia, Ukraine, and the US are expected to resume in Abu Dhabi in November. Previous rounds of talks produced no breakthrough, and the two sides remain far apart on key demands, including territorial withdrawals and military reductions.

Late on Thursday, President Vladimir Putin told a state television reporter that the lands lost by Kyiv are Russia's historical lands. He insisted Moscow would achieve all the objectives of its full-scale invasion. The upcoming truce in Oleshky offers a temporary pause in fighting, but the wider conflict remains defined by deep strategic disagreements between the warring parties.
